Concerning: Outside organizations or government agencies requesting
hotel contract assistance and registration assistance – assumption of
financial liability and risk.
Whereas, CASA has previously partnered with other groups to co-host or assist with meeting planning of certain extracurricular events.
Whereas, the financial liability and risk has increased exponentially in past years which could be detrimental to the livelihood of the Association;
Whereas, CASA recently was almost obligated to pay a hotel cancellation fee of $70,000+ for a seminar that was cancelled with no risk or liability assumed by other hosting organizations;
Whereas, this fee would have ultimately bankrupted the Association after 107 years in existence;
Whereas, the Association provides a wide variety of services and benefits useful to the membership and our main obligation is to the members of the Association;
Resolved, the Association Constitution is amended with the addition of section 4
in Article X that reads:
"4. The Association shall not sign a hotel contract or assist with registration fees for meetings or conferences that are not sanctioned CASA events and CASA shall not assume financial responsibility or risk for those types of events. Sections 4-16 of Article X shall be renumbered accordingly."
Resolved, that CASA adopt this resolution into the By-Laws as suggested.

Concerning: Article III Membership - Definition of Associate Member.

Whereas, Article III 3 (b) of Constitution currently reads: "Associate membership - shall be persons employed by non-government organizations (NGO’s)."
Whereas, NGO is defined in the oxford dictionary as - "a nonprofit organization that operates independently of any government, typically one whose purpose is to address a social or political issue"
Whereas, the definition of Associate membership is not in alignment with current practices of the organization, as associate members have consisted of industry partners and private companies that operate for profit.
Whereas, the current definition listed in the by-laws may be interpreted as being contrary to current membership practices.
Resolved, the Association Constitution is amended concerning Article III, section 3, clause 3 to read:
"Associate membership - shall be persons employed by non-government entities."
Resolved, that CASA adopt this resolution into the By-Laws as suggested.
